NYS passed the 2015 FCER with two error cases. This LCM transmits the attached ACF Final Report on the 2015 FCER issued by ACF on January 29, 2016.

The changes to 18 NYCRR Part 415 include: adding families experiencing homelessness as a priority population; adding certain families experiencing homelessness to the category of eligible families when districts have funds available; exempting families experiencing homelessness from contributing to the cost of care; providing an allowable grace period for children to attend child care programs, in accordance with New York State Public Health Law; establishing a differential payment rate for child care services provided to a child experiencing homelessness; and amendments to the provisions for differential payment rates to child care providers who are accredited by a nationally recognized child care organization and/or provide care during nontraditional hours. Additionally, this LCM informs districts about reporting requirements, effective March 1, 2017.

Such claims will be paid up to the amount of the allocation and subject to a 20 percent state/local match requirement. This Local Commissioners Memorandum (LCM) provides local departments of social services (LDSSs) with information and guidance regarding the use and management of mobile devices. For purposes of this guidance, “mobile devices” are defined as smartphones (e.g., iPhone, BlackBerry, various Android phones) and tablets (e.g., iPad). Laptops are specifically excluded from the scope of this LCM because the security requirements and controls available for laptops are considerably different from those for mobile devices. This guidance is intended to help LDSSs improve the management and security of mobile devices and to convey what a mobile device policy in a LDSS should include.
