2017 New York State Title IV-E Plan Amendment 17-03
The Title IV-E State Plan Amendment contains the required citations of law, regulation, and policy that demonstrate New York State’s compliance to 42 U.S.C. §§ 671-679b. Most citations of law, regulation, and policy remains the same as we had indicated in our prior comprehensive plan amendment (Submittal 15-03), however, OCFS has added citations relating to SSL §458-a, as amended by Chapter 384 of the Laws of 2017 and an updated OCFS release on successor guardians, both in relation to the Kinship Guardianship Assistance Program. These additions have been bolded for emphasis and ease of review.

2018 Social Services Block Grant Intended Use Report
This report is submitted by New York State pursuant to the requirements set forth in section 2352 (a) of the Omnibus Budget Reconciliation Act of 1981, (P.L. 97-35), which enacted a new section 2004 of Title XX of the Social Security Act (SSA), and implementing regulations (45 CFR 96.10 and related sections). Section 2004 of the SSA requires that, prior to the expenditure by a state of payments made to it under section 2002 of the SSA, the state must report to the Department of Health and Human Services (DHHS) on the intended use of Title XX payments, including information on the types of activities to be supported and the categories and characteristics of individuals to be served.
